Direct Payments

Direct Payments – Flexible Support for Families 

 

If your child has been assessed by Herefordshire Council as needing extra help, for example, through the Children With Disabilities Team or as part of a care plan, one way to receive that support is through Direct Payments. 

 

What Are Direct Payments? 

Direct Payments are a way for families to receive money directly from the council to arrange the support their child needs. 

Instead of the council organising services for you, you can use the funding to choose who provides care and how it’s delivered. This gives you more choice, flexibility, and control. 

The money is for your child’s assessed care needs, it’s not extra household income. 

 

What Can Direct Payments Be Used For? 

Families often use Direct Payments to: 

  • Employ a Personal Assistant (PA) to support their child at home or in the community 

  • Pay for activities, short breaks, or leisure opportunities that help their child develop skills and independence 

  • Arrange care in a way that fits with family life 

 Direct Payments can’t be used for everyday family costs, anything outside the child’s care plan, or anything illegal. 

 

Why Families Choose Direct Payments 

  • Flexibility: You choose the times, people, and activities that suit your child best. 

  • Consistency: You can employ someone your child knows and trusts. 

  • Independence: Helps your child take part in community life and build confidence. 

 

What Are Your Responsibilities? 

If you use Direct Payments to employ someone (like a PA), you may become an employer. This means: 

  • Keeping records of how the money is spent 

  • Making sure your employee is paid correctly, including tax and National Insurance 

  • Following safe recruitment practices 

Herefordshire Council provides guidance, and there are payroll and support services to help you manage this. 

 

How to Request Direct Payments 

Direct Payments are offered after a needs assessment through Children’s or Adult Social Care. 

If your child is eligible, you’ll be asked whether you’d prefer Direct Payments or for the council to arrange services for you. 

You can also speak to your child’s social worker if you’d like to switch to Direct Payments.
